In the aftermath of the Rwanda genocide, the High Commission for Refugees appointed an investigative team to conduct a throrough and systematic field assesment of the prospect of repatriation of over a million Rwandan refugees who had fled into neighbouring countries. The team concluded that conditions were not conducive for such a return. The reports document attacks on Hutu civilians by Rwandan armed forces. The Report was not released, and has recently become available.
